Through this project, the further development of the heat atlas from the preliminary project should result in an energy atlas that provides a dynamic basis for spatial energy planning in Styria, Salzburg and Vienna.

Spatial Energy Planning (SEP) has the potential to become a decisive factor in the management of decarbonization and energy transition. Functionalities developed for the heat sector, such as methods, processes, IT and data exchange requirements, from the preliminary project "Spatial Energy Planning I" are applied to the two sectors mobility and electricity in the follow-up project "Spatial Energy Planning II". Thus, the developed heat atlas will be extended to an energy atlas, all energy and climate protection related sectors will be included and also the topic of sector coupling will be integrated into the spatial energy planning in the three participating federal states Vienna, Styria and Salzburg.

As part of the project implementation, appropriate planning approaches and processes for energy infrastructure planning will be coordinated between authorities and energy network operators. This will provide assistance for siting and technology decisions in the context of the surrounding energy supply infrastructure, such as:

  • Pipeline infrastructure ((district) heating, electricity, gas),
  • Transport mode choice of locations (modal split),
  • Qualitative assessment of mobility infrastructure,
  • Demand-driven expansion of e-charging infrastructure,
  • Identification and determination of sites for electricity and heat generation plants,
    • Ground-mounted PV, wind power, solar and biomass local heating plants,
  • Planning of plus-energy neighborhoods,


elaborated and standardized by means of automated and optimized analyses (e.g. for plots of land or development areas).

The decisive factor for a successful project implementation is the monitoring of the results achieved so far as well as the improvement of effectiveness and legal certainty by promoting the relevant regulatory framework in the dialog with authorities and politics. The aim is also to develop the addressed approach into a national standard or the internationally leading one in the development of energy planning. This project will extend the successfully initiated integration of energy and climate protection related issues in planning processes to all energy sectors and create a good basis for the coordination of the energy transition with replication potential to the entire federal territory and beyond.

The project „Spatial Energy Planning“is anchored as a sub-project in the flagship project „Green Energy Lab“.
